Singapore gets more things right than other countries, even if its citizens disagree

ON THE eve of National Day, after a little more than five years of living and working in Singapore, my wife Susan and I take leave of this amazing country. We will return to our home just outside of Boston, Massachusetts, to take up our old lives among our American family and friends.
But the truth is, after Singapore, our lives will never be the same.
Singapore's impact on most expatriates and other visitors, no matter how long they reside on this island, is often forever. It's the palpable feeling that somehow Singapore gets more things right than most other countries, and that day-to-day life here is on the whole better than in many other places. Not perfect, of course, but better.
Think of the excellent schools, polytechnics and universities, for example, and the fact that there seems to be less unemployment, homelessness and crime here than elsewhere - bugaboos that plague so many other nations in today's volatile economy.
The diverse races and religious groups respect one another. The food is wonderful, with a variety unmatched anywhere, even in Paris, New York or Beijing. Medical care is exemplary. The green spaces, now crowned by Gardens by the Bay, are spectacular. Younger and now even some older Singaporeans may take these virtues for granted; those of us who are foreigners do not.
Our story is not an unfamiliar one for expatriates. Susan and I arrived here on a contract for two years, and have stayed for three more. Our work for Wheelock College (its home campus is in Boston) and our imported bachelor's degree in early childhood education has been a pleasure. We loved our Singapore students, all young women committed to the nation's children, and our faculty - a collaborative group from Wheelock-Boston, Ngee Ann Polytechnic and the Seed Institute - have been extraordinary.
Wheelock has just signed a long-term agreement with the Singapore Institute of Technology and will be in this country for many years to come. Susan and I will watch from afar as the Wheelock-Singapore partnership grows and flourishes.
Beyond all of its other virtues and attractions, including its economic and commercial successes, the arts in Singapore over recent years have truly 'blossomed', to use the word Professor Tommy Koh does in an article in the National University of Singapore's Alumnus magazine. 'We were once described by our critics as a 'cultural desert',' he explains, but says those days are gone for good - 'no one would say the same thing today'.
Prof Koh is right. Yet I wonder if many Singaporeans fully appreciate the remarkable blossoming of the arts - call it an explosion - through the seasonal festivals and year-round array of productions, performances, publications and exhibits, as much as those of us who come from outside Singapore.
Too often I have heard Singaporeans downplay their country's artistic achievements, saying 'It (the play or gallery opening) was okay, I guess, but it's not New York or London.'
But Singapore doesn't have to be New York or London. The Singapore Symphony Orchestra can stand on its own merits, and so can the experimental theatre productions by any number of talented groups here. The museums mount exhibits of interest to Asians and Westerners, as do Singapore's diverse galleries. The Arts House is a jewel in the cultural life of this country.
Poetry is a special interest of mine, and Singapore's best young poets - Toh Hsien Min, Cyril Wong, Yong Shu Hoong, Alvin Pang and Felix Cheong, among others - have all created a lively forum for verse that challenges old assumptions about Singapore's allegedly scant impact on readers here and abroad. Speaking of poets, what small press in South-east Asia has done more to advance their works than Singapore's own Ethos Books, headed by Fong Hoe Fang and Chan Wai Han?
Yes, there is no perfect place, as the English statesman Thomas More wrote in his book Utopia, whose title may be translated as 'nowhere'. Singapore has its own deficiencies too, and its citizens are only too quick to point them out.
But in leaving this small island republic, I urge Singaporeans to see, as so many expatriates see, the superiority of Singapore over so many other countries - and not only countries in South-east Asia, but around the globe. I do love America, and it will be fun going home, but I will miss Singapore, its special pleasures and my many friends here forever.

Sex, drugs, stigma put Thai transsexuals at HIV risk
From a cafe near the go-go bars of a Bangkok red light district where she campaigns for safe sex, Gigi gives an unvarnished view of how she joined Thailand's growing ranks of transgender people with HIV.
Sex work and injecting drugs left the 40-year-old vulnerable to the disease, which she was diagnosed with six years ago.
"Some men used condoms... some didn't. Sometimes the condom broke," she says without rancour of her time turning tricks in Pattaya -- one of the centres of Thailand's flourishing sex industry and home to 3,000 transgenders in tourist season.
Soft spoken and slight with a dusting of make-up over her wan face, Gigi cuts an image far from the caricature of the bawdy "Katoey", as Thailand's estimated 180,000 transgenders -- or "ladyboys" -- are known.
But her recollection of life after her diagnosis is still shocking.
"I had sex with lots of partners," she says. "I thought I was going to die soon... so I wanted to be happy."
Antiretroviral drugs have so far spared Gigi the worst of the sickness, allowing her to leave prostitution to work as an activist, dispensing condoms and safe sex advice to young transgenders in the Thai capital.
It is, health campaigners say, an increasingly important job.
Gigi's work often takes her to red light districts such as Patpong, an area notorious for its raunchy nightlife, where dozens of transgender prostitutes flit among the sprawl of sex shows, pick-up bars and massage parlours.
Infection rates among transgenders are thought to be on the up, as high-risk lifestyles, including prostitution and drug use, and a lack of targeted healthcare take their toll on one of the kingdom's most marginalised groups.
Truvada, a breakthrough HIV prevention pill approved by US regulators this month, is likely to prove too expensive for most Thais at risk of infection when it eventually hits the market.
Around 530,000 Thais overall are estimated to be living with HIV, according to a United Nations AIDS study from 2010.
There are no nationwide HIV statistics specific to the "third sex", reflecting what activists say is their position on the fringes of society, but local surveys indicate the illness is rife.
Eleven percent of transgenders surveyed in Chonburi -- the province containing Pattaya -- had HIV, soaring to 20 percent among those aged 29 or over, local government figures released this year found.
It chimes with a stark regional view given by a United Nations Development Programme (UNDP) report published in May.
That study said HIV prevalence rates among transgenders across the Asia-Pacific could be as high as 49 percent -- albeit from scattered and often small-scale research -- a frequency that "far exceeds the general population".
Sex work, drugs and stigma collude with a lack of healthcare to push many of the region's third sex population to the "social, economic and legal" margins, the study added.
Thailand-based activists say things are getting worse as young transgenders edge into sex work and fail to undergo regular testing -- a quarter of 300 transgenders questioned in Pattaya in 2009 had never taken an HIV test.
"It's not a passing trend... if things go on unaddressed the problem is going to become a lot more severe," says Alex Duke of PSI, a global health organisation which led that survey and also runs clinics tailored to transgenders.
Chaotic lifestyles compound the challenges of HIV diagnosis and treatment, he explains, with many among the community focused on making money to support themselves or undergo expensive hormone treatment and sex-change surgery.
"HIV is also just one of a whole range of risks transgender people encounter every day," he adds, referring in particular to the threat of violence against sex workers.
Infection rates are intertwined with the wider issue of discrimination, according to transgender researcher and activist Prempreeda Pramoj Na Ayutthaya, who says health services, education and job opportunities routinely fail to reach the community.
While Thailand's famously permissive attitude affords a cultural space to the third sex, the law still refuses to recognise their new sexual identity, rooting discrimination in the kingdom's bureaucracy.
"Nobody will hit a transgender person in the street or abuse them, but it is still hard to get a decent job," Prempreeda explains.
"Many transgender people find that sex work is the only way to make a small amount of money and maintain their identity."
Travails begin early, with transgenders often rejected by their families and schools, decimating their employment prospects later on.
The result, she says, is social immobility and high numbers of transgenders working in prostitution or cabarets, which sometimes blur the lines between entertainment and sex work.
Duke says he encounters a dearth of "long-term aspiration or sense of consequence" among many transgenders, and worryingly his group has found rising HIV rates among younger people, suggesting risky behaviour is intensifying.

Bud Pi Sandwich
The Raspberry Pi, a sub-$40 computer that's little more than a credit card?size printed circuit board (PCB) armed with a few basic ports, doesn't technically require a case. Unlike desktop PCs, which derive cooling, connectivity, and occasionally other benefits from their cases, the Raspberry Pi needs only general protection and an easy way to be carried. So Bud Industries has created a case, called the Pi Sandwich, that gives you nothing extra, at a price ($6.40 list) as ridiculously low as that of the Raspberry Pi itself. Provided that's all you're looking for, the Pi Sandwich gets the job done.
Just know up front that there's not a lot to it. The Pi Sandwich consists of two identical halves, crafted from transparent red plastic (and emblazoned with a large "pi" symbol and the Bud logo). Place the Raspberry Pi in the center of one half, matching its edges to the six internal brackets, then snap the other case half on top to create the simplest of all possible enclosures. Four openings, one on each of the case's "sides," provide necessary access to the ports. When you're done using the computer, just unplug everything, pick up the case, and you're ready to go.
Bud clearly designed the 2.5-by-3.4-by-5.1-inch (HWD) Pi Sandwich with an eye toward the future. The openings are big, but noncommittally so, so Raspberry Pi incarnations yet to come can play with the format as long as they don't change the original footprint. (The design also makes it possible for the case to hold two Raspberry Pi units at once, in case you have an eye on constructing a doubly powerful PC.) And in terms of ease of use, the Pi Sandwich is a winner: It takes just seconds to get the PCB in or out, and you'll never be stymied by what to do or how to do it. You don't get anything that's fancy, or that extends the capability of the system in any definable way, but such things will not be a concern for most owners of the Raspberry Pi who aren't dedicated DIYers.
Unfortunately, the construction does have some drawbacks. The size and orientation of the windows make it trickier than it should be to an install or remove the SD card you need for storage. And although the Pi Sandwich is sturdy as assembled, and doesn't come apart easily (you have to tug at the two sections to get them to come apart), the Raspberry Pi doesn't feel completely secure within it. Use the ports at the short ends (the micro USB, Ethernet, or USB 2.0) and you can feel and see the PCB move as you apply pressure. Push too hard when inserting HDMI, audio, or RCA cables (on the board's long ends) and you run the risk of dislodging the Raspberry Pi from the clips altogether, something that happened to us a couple of times during our testing.
Turn the case upside down, and the Raspberry Pi stays put. But gently shake, or even just nudge, the Pi Sandwich and you can hear the PCB rattle around inside it. All of this is hardly the end of the world, of course, but the effect is a bit unsettling?we don't want even our inexpensive computers to feel cheap. Which, within the confines of the Pi Sandwich, the Raspberry Pi frequently did.
Still, it's tough to beat the price of the Pi Sandwich. Ringing in at about a fifth of the cost of the Raspberry Pi itself, it's well in line with?and, in many ways, even cheaper than?what you'd expect from cases for full-size desktop computers. And it does everything it needs to, if absolutely nothing more. That's not a bad combination, but it's not exactly a world-shattering one, either.

The Samsung Galaxy Note is an interesting concept, being a unit which in many ways caters for the mobile phone enthusiasts and those who require a tablet. Stocks slide on Wall Street for sixth straight day
U.S. stocks slid for a sixth day Thursday as concern spread that weaker global economic growth and the European debt crisis will hurt U.S. corporate earnings. The Dow Jones industrial average was headed for its longest losing streak since mid-May.
Billionaire investment guru Warren Buffett struck a gloomy tone before the market opened, telling CNBC that weak demand is hurting his retail, jewelry, carpet and other businesses. He said exports to Europe had declined steeply.
Other companies appear to be struggling as well. Aluminum maker Alcoa, which kicked off the second-quarter earnings season on Monday, reported very weak revenue because of the faltering global economy. Fastenal, a U.S. industrial distributor, reported revenue Thursday that was weaker than analysts were expecting.
Hotel operator Marriott and Progressive, an insurance company, both plunged after reporting weak financial results.
Traders also sweated about Europe's debt crisis and new Chinese economic data due out Friday.
The Dow Jones industrial average fell 31 points to 12,573 shortly before noon EDT. 3M fell $1.65, or 1.9 percent, to $86.20. Demand for the manufacturing conglomerate's products would weaken if the global economy faltered.
The Standard & Poor's 500 index fell 8 to 1,333. The Nasdaq composite average fell 29 to 2,859.
Supermaket operater Supervalu plunged by nearly half after the company reported a sharp drop in net income late Wednesday and suspended its dividend. Supervalu, which owns Albertsons, Jewel-Osco, Save-A-Lot, lost $2.42 to $2.88.
Supervalu's losses dragged on rival grocery chain Safeway, which fell $1.61, or 9 percent, to $16.37. Safeway's was the biggest percentage decline in the S&P 500 index.
The weak corporate results will likely prompt analysts to lower their quarterly earnings forecasts for the entire S&P 500, said John Fox, co-manager of the FAM Value Fund, which specializes in small and medium-sized companies.
"There will be more disappointments than surprises," Fox said. "It's a global world, and many of the small companies we invest in do business all over the world," he said, adding that his firm already is using estimates that are below Wall Street's consensus.
Fox said Buffett sounded far more negative than he has over the past year. At Berkshire's last annual meeting, which Fox attended, Buffett declared that all but a handful of the conglomerate's companies were doing better.
"The tone of his comments has definitely changed, which I think is a fair reflection of the environment," Fox said.
In Europe, Spain's borrowing costs crept higher, a sign that investors fear the country might default. Spain's neighbors are rescuing the country's banks, but the government itself was not bailed out and bond investors are not satisfied. Spain's main stock index closed down 2.6 percent.
Greece continues to struggle. Its government said unemployment there continues to rise and hit 22.5 percent in April.
The euro fell to a two-year low as fed-up investors questioned the region's ability to solve its debt crisis conclusively. It fell as low as $1.2165 and is down about five cents already this month.
A stronger dollar is another threat to U.S. corporate earnings, Fox said, because it makes U.S. goods more expensive to overseas buyers. Later, when companies convert those sales back into dollars, the unfavorable exchange rate shrinks the company's revenue.
Traders also are concerned that China's economy is growing more slowly and might deprive the world of a crucial economic engine. New numbers due out on Friday are expected to show that growth in the second quarter fell to 7.3 percent from the previous quarter's 8.1 percent ? already a three-year low. Revenue from the construction, shipbuilding and export manufacturing industries might have been cut in half since last year.
Among the companies making big moves:
? Marriott International dropped 5 percent. The hotel operator reported revenue late Wednesday that fell short of analysts' expectations. The company also cut its prediction for fees it would make from in-room services like wireless Internet. The stock fell $1.98 to $36.05.
? Progressive, an auto insurance company, fell 4 percent after reporting a 52 percent drop in second-quarter income, partly due to an investment loss. The results were far weaker than analysts had expected. Progressive fell 77 cents to $19.78.

Tour a 3D-Printed Dino-bot Lab
MANTUA TOWNSHIP, NEW JERSEY ? A hobbyist found the first nearly complete dinosaur skeleton in New Jersey in 1858, during the era of gentlemen scientists, gas lamps and extremely ruffled skirts. A century and a half later, paleontologists are still working in one dig in the southern portion of the state. Kenneth Lacovara, a paleontologist at Drexel University in Philadelphia, inherited the site from generations of paleontologists before him.?
Some of Lacovara's plans for what he finds here, however, are entirely new. Over the past few years, he has started a few projects using the latest technology for paleontology. His latest plans include making robotic dinosaurs using a 3D printer.?
"I guess I've always had a penchant for adopting the latest technologies when they're available," he told InnovationNewsDaily.
The dig site looks at once unearthly and a little like a homely marsh. A former mine, it is a huge bowl dug deep into the earth. Everything in the bowl is made of wet, black sand: walls, floor and hills of sand piled around the floor. Rivulets of iron-stained water cut through the bottom of the depression. A population of marsh grasses grows around an iron-red pond at one end of the bowl.
Many time periods are represented here. There is the reminder of the Victorian era, the heyday of New Jersey paleontology. There are the oysters, fish, turtles, crocodiles and swimming komodo dragons called mosasaurs that once lived in an ocean here approximately 65 million years ago. And there is a hint of the future, as some of Lacovara's high-tech methods are likely to become a usual part of paleontology practice in the future, outside experts say.?
Digital databases for fossils
Laser scanners, 3D printers and digital databases are just beginning to gain traction among paleontologists. Most haven?t used a 3D printer, but everyone knows someone who has, said Daniel Fisher, a paleontologist at the University of Michigan who uses laser scanning and 3D printing.
"I think that is changing rapidly," he said. "As a new generation of students come along, many of them have been exposed somehow to this. Since people are more aware of it, they will begin to use it." [10 Incredible 3-D Printed Products]
Lacovara's lab in Philadelphia is an example. He is proud that students he mentors will be comfortable with the new technology he has purchased for the lab and calls himself old-fashioned compared with them. The day before InnovationNewsDaily visited the New Jersey dig, we watched Athena Patel, an undergraduate studying biology, scan a fossilized fish skull using a laser Lacovara acquired this past March.?
The laser swept over the surface of the skull, gathering millions of data points and sending them to a laptop, where a 3D model of the fossil showed up on-screen. This was one of several scans Patel took. Any single sweep misses some areas of the skull, and so, in between scans, she used a computer program to line up multiple scans to get a complete picture of the fossil.?
Later, she used another computer program to reshape the skull, which flattened during fossilization. "So we can get a nice 3D view of what it looked like, instead of this fish pancake here," Lacovara explained.?
Since they've gotten their own laser scanner and don't have to borrow another lab's equipment anymore, Lacovara wants to scan every important fossil he has. He wants to build a digital version of the floor-to-ceiling drawer units and bubble wrap-lined shelves in his lab, which are filled with original specimens he and his students dug up from Patagonia and New Jersey. It'll be a fossil collection that will never degrade over time or?misplace specimens. "You'd be surprised how many times specimens are lost in museums," Lacovara said.
Fisher, along with paleontologists from the University of California at Berkeley and the Canadian Museum of Nature, told InnovationNewsDaily about how helpful digitized fossil collections are; all three institutions are creating them. With 3D digital data, scientists who want to study a fossil held in another lab overseas won't need to travel to do so. Two paleontologists anywhere around the world will be able to look at the same fossil at the same time and collaborate on analyzing it. Scientists can fix distorted fossils, such as the "fish pancake" Patel scanned, or?create animations from them, which the Canadian Museum of Nature does for its displays.
Laser scanning will likely become as common as microscopes in paleontology labs, Fisher said. "Probably the day will come when most labs have access to have a high-quality digitizer," he said.?
Perhaps future paleontologists will have to provide hyperlinks to digitized versions of their fossils with every paper they publish, Lacovara said. That will improve the scientific process of verifying others' results, he said. ?
3D printed dino-bones
One of the most exciting uses for digital data is that scientists are able to send them to 3D printers and then print them into plastic replicas of the real deal. Researchers can then work with the facsimiles, storing the originals to preserve them in better condition. As for Lacovara, he said he wants to use the printouts to build dinosaur robots and study how the animals moved.?
Just down the block from the biology building where Lacovara has his lab, engineer James Tangorra's lab houses a 3D printer, fish robots in varying states of disassembly and a tank of water the size of a coffee table. Tangorra studies how to mimic the natural, efficient movement of animals in robots. He's working on creating robotic muscles to attach to Lacovara?s 3D printed bones. One of the first robots Tangorra and Lacovara will make together is the limb of a sauropod, one of the family of large plant-eaters that includes Apatosaurs, popularly known as Brontosaurs. They will scale the limb: In the same way that people can scale down PDFs, Lacovara is able to reduce the digital data from a laser scan to just 2 or 3 percent of the original size. Otherwise, a full-size sauropod limb is impossible even for him and a team of students to lift.?
Lacovara will piece together the limb bones in different configurations, looking for the most energy-efficient design. In a way, he'll be replicating evolution, he said, by trying out different mutations and seeing which works best. Scientists think the most efficient skeletal arrangement will be the real one the animal had when it was alive, he explained, because an herbivore that tipped the scales at 60 tons likely saved all the energy it could. "They're going to pay more dearly for inefficiencies than, say, you or I would," he said. As it was, a sauropod probably had to eat about a ton of leaves a day to meet its energy needs.?
Scientists can also perform such efficiency studies entirely on a computer, using a program to manipulate the 3D data from a laser scan. Often, this method works well and there is no need to print out bones, Fisher said. Most scientists in the future may use this method because 3D printing will probably remain too time-consuming and expensive, he predicted.
The advantage of getting a printout is that no program precisely replicates all the math and physics of the real world, Lacovara said. A program may leave out variables the programmer didn't think of, but there's no danger of that in the real world. There may even be forces acting on skeletons that no scientist knows about, "but they're still there in the system because that's the way the real world works," he said.
Besides locomotion studies, paleontology could use 3D printing in other ways as well, Lacovara and Fisher said. For example, it could help scientists fill in bones that are missing from their fossils. During InnovationNewsDaily's visit, Lacovara pulled out one of his lab drawers to reveal a fossilized sea turtle shell from New Jersey, the first specimen he ever laser scanned. The shell was nearly perfect, except for one major missing plate, or rib, on the turtle's left side. Yet the right-side rib was there. Lacovara said he could take the laser-scanned 3D data about the right rib and invert it on a computer to create the digital plans for 3D printout of the left rib.?
Before 3D scanning, such inversions would be difficult to perform. The paleontologist would have to create the mold for the missing rib by hand, so he or she would need to be an accurate artist, Fisher said. On the other hand, a computer program can create a perfect inversion with a click.
3D printers could also make tabletop teaching models or museum displays. "Remember, they can print in color, too," Lacovara said, which means a 3D printed museum model could be colored to look like real bones. A paleontologist would easily be able to tell the difference, he added, but museum visitors wouldn?t.?
Old-fashioned field work
Back out in New Jersey, however, all the technology was left behind as the students drove school vans to the gravel parking lot by the mining factory that owns the site, then walked through a wooded area to the dig. Once in the mud, they used many of the same tools as their Victorian predecessors: spades and shovels for moving aside the black sand hills; slotted screwdrivers and paintbrushes for finer work. ?A couple students talked about their love for quieter towns in Montana and upstate New York, saying they couldn't imagine living in New York City, where InnovationNewsDaily is based.
"Maybe more than other science, paleontology has a historical perspective," Lacovara said. Every paper a paleontologist writes about a particular dig or species has to talk about the history of that area or animal, Lacovara said, so paleontologists end up learning about their predecessors. "The old paleontologists really never go out of memory."?
In spite of the exciting technology he has in lab, Lacovara said he likes field work best, too. When working in Patagonia, he lives in a tent for months at a time. Back home in the suburbs, he keeps chickens and bees. "You know, prospecting, the excitement of discovery and the satisfaction of seeing things emerge from the ground as you excavate," he said. "It's just good to get out here."?

This post has the shortest title I think I have ever used. This site is pro-legal (constitutional) law enforcement and pro-police. If you read my posts on and analyses of automated for-profit law enforcement* a/k/a red light cameras, you?ll see I oppose them. Instead, I favor our police officers enforcing the law as we have paid and trained them to do. On occasion, someone says, ?Well, it is just their word you ran the light. Wouldn?t you rather have video evidence??
The short answer is No.
IF that video evidence went straight to the police department and not to a for-profit company that had a financial interest in the outcome, maybe I would think differently.
IF the for-profit company was not the one responsible for accuracy checks for their own equipment, maybe I would think differently.
I?ve always held that if police officers are repeatedly perjuring themselves in court or engaging in other misconduct, it catches up to them. A deputy sheriff where I worked was stopping cars and stealing from illegal aliens. A great plan, as the victims would not report him, right? Well one did, and he was not only fired but charged criminally.
Why do I think police officers should be doing the enforcement? One big reason is trust.
The fact is, we spend a lot of time screening and then training those whom we give the authority to enforce our laws. I know from firsthand experience, just like any election, decisions made will not always be popular. The questions must be are they legal and fair? Can we trust our police officers? No doubt the anarchist faction will say no way! For everyone else, please keep reading.
The balance of this post will deal with some information I found while performing an analysis of the traffic crashes in Gulf Breeze, FL (click for PDF). Gulf Breeze touts itself as the first city in Florida to use automated for-profit law enforcement devices. My lengthy analysis showed they only had one crash involving red light running in the 12 months prior to using automated for-profit enforcement (the crash involved a DUI driver), and none during or after the discontinuance of the device. What they did have were ten rear end crashes during device use when they had none in the year prior or the year after the automated for-profit device was used.
At this intersection, there were only 16 crashes from March 2005 through August 2009. That is not very many for about 4.5 years; less than four per year. Where I worked in Florida, we would often have four in one hour in one patrol zone of one county. I?ll gloss over the fact that the Mayor in the January 2011 city newsletter (click for PDF) made misleading statements about crashes due to device use. She?s a politician, so we likely don?t trust her as much as we do the police chief. The same could be said for American Traffic Solutions (ATS) Vice President Bill Kroske that engaged in deceptive practices to make it appear people in local communities wanted the devices. He has a bottom line to look out for. More devices=more revenue.
However, when then-Chief Peter Paulding (depicted above) was interviewed in this pro-device publication (click for PDF) the following was attributed to him, his words were more political than truthful:
?We know that over 90 percent of all the crashes that occur in our city occur on Highway 98 where the cameras are installed,? Paulding says. ?We?ve employed a number of strategies to reduce crashes and cameras are one of those, but our data shows a correlation between when the cameras are operating with a reduction in the number of accidents.?
The department?s data shows a 23 percent decrease in crashes between 2006 and 2008 in Gulf Breeze. Crashes began to increase when the cameras were removed, then stabilized when they became operational again in 2011.
Like a politician, he parsed the words to make someone think the device was a wonderful crash-reduction tool. What he failed to disclose was that according to Florida DOT crash data, in 2008 while the device was in operation, the crashes skyrocketed, going from one for March 2007-February 2008 to seven for March 2008-February 2009. The same DOT crash data shows after the device was removed, crashes dropped to three for the following year. Remember, from March 2005 through August 2010, there was only one crash at this intersection caused by red light running, and it involved a DUI driver. Drunk drivers can?t always see red lights due to impairment, so they likewise can?t see automated devices.
If that was all he had done, I wouldn?t be writing this post. I?d chalk it up to yet another local official that went astray due to dollar signs in trying to use the smokescreen of safety to justify revenue for their city. There is a big difference between doing so for the city and doing so to line up profit for yourself.
I?m not writing about statistics today. I?m writing about trust. Specifically, the trust we place in our rank and file officers that enforce the law, and more specifically the trust we place on those that command them. I support our police officers when their actions are legal, ethical, and proper. I support them when they make a mistake in good faith- maybe they drove too fast (but not recklessly) to get to a call. Maybe they went out of their patrol zone by a couple of miles to eat dinner with their family who they don?t see too much of due to shift work.
I do not support them when they act in an unethical manner, specifically steering the city to create a program that would line their pockets in retirement.
In Gulf Breeze, then-Chief Paulding suggested the city begin using automated for-profit law enforcement at one intersection. They did so starting in March 2006. The program was discontinued due to problems with the for-profit company in August 2009. The Florida Legislature acted in 2010 to make it automated for-profit enforcement legal only after passage of the 2010 Wandall traffic law (HB 325).
Gulf Breeze began using the automated for-profit device again in March of 2011 with a different company, ATS, who you?ll recall employed Mr. Kroske, the local resident impersonator.
On April 5, 2011, then-Chief Paulding wrote a letter (click for PDF) to the city manager suggesting the city use a ?back office? company to administer the program. In his letter, he wrote:
?We are at a point where we seek to expand our efforts and begin conducting back office operations for other customers with whom Sensys contracts.?
and
?In the future, there is significant revenue to be generated by this venture.?
He closed the letter with this:
On January 12, 2012, a little over nine months later, Chief Paulding retired. What happened next troubles me, and it creates the perception of unethical behavior.
In the Gulf Breeze News January 5, 2012 edition (click for PDF), it states former Chief Paulding would not be going far away.
?Gulf Breeze City Chief of Police Peter Paulding will be retiring at the end of January after 10 years of service to the city and more than 40 years of policing.
Paulding, however, will remain on the scene, according to City Manager Edwin ?Buz? Eddy, running the city?s Red Light Camera Program as Administrator.?
You may recall Mr. Eddy is the City Manager to whom former Chief Paulding wrote his April 5, 2011 letter. The story continues:
?Paulding initiated the redlight camera at the intersection of U.S. Highway 98 and Daniel Drive in 2005 (sic- it was 2006), and it was the first of its kind in Florida.
As Administrator for the Red Light Camera Program, Paulding will be responsible for the back-office work involved. He will start with the city?s redlight cameras, but having an administrator could grow the program into brokering that kind of service for others, according to the 10-page contract.
Council voted unanimously Tuesday to hiring Paulding as a contractor for $2,000 per month for the administrative services.?
So the ?back office? company the former chief suggested was such a good idea he decided to form a company and operate it.
According to the Florida Division of Corporations, on August 22, 2011, Peter Paulding of Gulf Breeze, FL filed incorporation papers (click for PDF) with the State of Florida to start a business called ?Roadwatch Management Inc.? Keep in mind he had written the ?back office? letter only 4 months earlier, and he was still the police chief at this time.
I do not believe I am interpreting this incorrectly to sum this up as him using his official position to get the city to use a private enterprise to administer the automated for-profit device, and then while still in the employ of the city forming said private enterprise and then reaping a financial benefit upon retirement.
Was this wrong or just him finding a favorable situation and making use of it? I lean towards wrong. Here is why:
We have laws against politicians doing things such as this. Ray Sanom was the Florida? District 4 State Representative and House Speaker- this area is just to the east of Gulf Breeze. He was indicted in 2009 for using his office to ?steer? $6 million to Northwest Florida State College for an aircraft hangar for a friend while serving in the legislature, and then taking a $110,000/year job there. The charges of official misconduct (theft and conspiracy) were dismissed as part of a deal for repayment during trial in 2011,? and he ended up resigning from the college. Read more here. Incidentally, this Sansom situation is yet another example of failure when government gets involved in the free market.
Is what happened in Gulf Breeze really that different? Sure, it wasn?t millions, and it was $24,000/year vs. $110,000, but the principle is the same. Principle is something we should expect from our law enforcement officers. If they are not principled, then how can we trust them?
* Just as you won?t find the word ?camera? in Florida?s camera law, the devices are called ?traffic infraction detectors?, I have likewise stopped using the word camera. Instead, I am using a more accurate term: ?Automated for-profit law enforcement device?. Note that the word ?safety? appears in neither phrase.
