A North Carolina State University engineering professor has won the U.S. government's top award for early-career scientists and engineers.

Dr. Michael Escuti, associate professor of electrical and computer engineering, will receive the Presidential Early Career Award for Scientists and Engineers later this fall, the White House announced Monday. The awards program, established by President Bill Clinton in 1996, honors researchers for working at the frontiers of science and technology and serving the community through scientific leadership, public education or outreach.

Winners receive research grants of up to five years to support their work.

Escuti was honored for his pioneering development of liquid crystal "polarization gratings," which consist of a thin layer of liquid crystal material on a glass plate. The White House also recognized him for educating students through collaborations with international academic teams and industries, as well as for outreach work in underserved communities.

Escuti's research has shown how polarization gratings, as well as devices and applications based on them, can solve problems in optics that had been previously thought unsolvable. One result of the work is a very energy-efficient way of steering laser beams that is precise and relatively inexpensive. The research has potential applications in laser radar and free space communication, which uses lasers to transfer data between platforms such as between satellites or between aircraft and soldiers on the battlefield. Escuti's team, consisting of NC State students along with partner Boulder Nonlinear Systems Inc., has already delivered prototypes of the technology to the U.S. Air Force and is working on other applications.

Another result is a low-loss light switch, which inherently acts on all components of light rather than just the correctly polarized half, meaning that it is very transparent when it is open and very dark when closed. Other results include high-resolution spectral/polarization cameras, which enable compact and low-cost imaging beyond what our eyes can see for platforms such as aerial vehicles, satellites and biomedical imaging.

Escuti is commercializing his research through several industrial partnerships, including his own start-up company, ImagineOptix Corp., that has already prototyped a tiny, highly efficient projection display that could revolutionize displays on hand-held and mobile devices.

His work has resulted in a National Science Foundation (NSF) CAREER Award, three awarded patents and nine pending patents. He has also received $4.3 million in external research funding from NSF, and many other federal, state, and private sources.

Escuti received his Ph.D. in electrical engineering from Brown University in 2002 and joined the NC State faculty in 2004.

Lacey Runik entered the California foster care system when she was just a year-and-a-half old. The court found ?neglect and abuse? on the part of her biological parents, who separated before she ever knew them. She doesn?t know all the details, but said her parents were using drugs when a judge pulled her and two siblings out of the home.

A sister went to a grandmother. She and her brother went to a foster family, who later adopted them, providing a healthy, loving home for the next dozen years. That all changed when her adoptive father suffered a serious but nonlethal heart attack.

In the first of a series of rejections over the next four years, Runik was shocked to hear her adoptive parents blame her for the heart attack. ?They said I stressed him out and was a hazard to his health.?

She insists that she wasn?t a bad kid. ?I was going through the things that any 13-year-old girl goes through,? she said.

They didn?t want her to wear makeup, and frowned at the rock music she listened to, which she insists was merely Christian rock. Both her music and her life would harden over the next four years.

They made it clear to her that she was no longer welcome in their home. She?d maintained contact with her biological mother, and accepted an invitation to move in, with her cat, temporarily ?to cool off,? she said.

Runik?s mother was still using drugs regularly, as was her abusive boyfriend. Neither had any problem with Lacey?s makeup or taste in music, which soon gravitated to a genre called ?black metal.?

Runik recalls enjoying the freedom. ?I got a taste of no bedtime, no rules of any kind really, and that worked for a while,? she said.

Both the girl and her cat soon became the target of the boyfriend?s physical abuses. She begged her adoptive parents to let her return. By then, however, she was smoking, drinking, drugging and sometimes staying out all night. They refused her.

After one particularly violent evening, she called the police and walked out of her mother?s house. ?I remember thinking that if I took my own life it would prove that I didn?t cause his heart attack,? she said.

That type of thinking eventually led to episodes of self-mutilation and landed her in a mental hospital. An aunt in Foresthill, Placer County, took her in, but the rebellious 13-year-old couldn?t handle the isolation. The police picked her up hitchhiking to Auburn after midnight.

She turned 14 in a strict Rocklin foster home with several other foster kids. She escaped repeatedly. One outing culminated in a multi-day drug and alcohol run, after which she returned to the foster home, still reeling, and discovered that her favorite CD, by a band named ?Cradle of Filth,? was missing.

A fight ensued, after which she wrote a suicide note to her brother and stabbed herself in the arm three times. ?I woke up in a mental hospital,? she said.

Pleas for help to her adoptive family were rejected more vehemently this time, with the now-legitimate concern that they couldn?t keep her safe. Their actions later led to abandonment charges by Child Protective Services, according to Runik.

She was booted out of another high-security group home after just three months for disabling the alarm system and sneaking out at night.

The Sacramento Children?s Home became the foundation of her turnaround. She arrived to find a pillow embroidered with her name. ?They made it just for me,? she said.

Unlike her prior group home experiences, she received a detailed treatment plan, with goals and rewards. She saw therapists on a regular basis and thrived under the structure, eventually repairing, at least temporarily, many of the damaged relationships in her life.

She recalls making a conscious decision to ?just focus on me,? she said. ?I was determined to stay clean and sober, catch up on school, and work to live outside of a group home one day.?

She earned the right to visit her adoptive family on weekends and felt she?d regained their confidence.

Her former foster mom in Rocklin saw Runik?s progress and invited her back to help care for a new grandchild in the house.

The ensuing months became an oasis in the chaotic desert of Runik?s mid-teens. She integrated herself into her foster and biological families, providing care for both the baby and her biological grandmother. She met family members she never knew she had, and felt a connection that many foster kids never experience.

At age 15, Runik celebrated a year-and-a-half of sobriety. ?My life was coming together,? she said.

Not so fast. Her carefully reconstructed family life soon collapsed. Her adoptive family felt betrayed by her cozy relations with a newfound biological family and cut her off, she said.

Her biological mother similarly rejected her, apparently distraught over Runik?s daughterly relationship with her Rocklin foster mom.

Rejection No. 3 was initiated by Runik. Her Rocklin home life deteriorated with the arrival of new foster kids, one of whom drove a wedge between Runik and her foster mom, she said.

She felt she had to leave, but this time vowed to do it on her terms, to stay sober and take responsibility for her actions. At age 16 she said she gave her foster mom a hug and walked away.

Technically, she was on the run, ?But it?s not like anyone?s actually looking for you,? she said. ?Foster kids are like these invisible beings out there.?

She stayed with friends when she could, and sometimes slept outside, eventually contracting a stubborn case of bronchitis and a head-to-toe dose of poison oak.

Desperate, she signed into an emergency room under the biological family name she hadn?t used since her adoption. She quickly discovered that she wasn?t as invisible as she thought. She recalls suppressing the urge to lie when a police officer identified her, instead standing by her commitment to accept the consequences of her actions.

After one more failed group home experience, Runik landed in the New Morning Shelter in Placerville, which she recalls as a kind and supportive ? but temporary ? respite.

More foster flameouts followed, including an ill-fated stay in Shingle Springs that came to a bizarre conclusion on a Northern California camping trip with her foster parents and two of their other foster girls ?way past Redding somewhere,? said Runik.

She recalls all three girls being uncooperative campers, resulting in a miserable weekend for all involved. The family broke camp without breakfast and drove several hours without food, said Runik.

By afternoon, the famished girls became impossible. Their foster dad relented, stopping at a Burger King drive-through in Willows, where he proceeded to order and pay for burgers, ignoring Runik?s pleas from the back seat for extra ketchup.

Runik rolled down her window and took her request directly to the drive-through cashier, an act that so infuriated her foster father that he drove away without the food, she said.

At the first stop sign, a hungry Runik jumped out of the car to retrieve her burger ? extra ketchup, please. Her foster family drove on, leaving her shoeless and penniless, she said.

He reported his ?runaway? foster child to a police officer at the other end of Willows. The officer made him stay put, and retrieved Runik from the Burger King, eventually convincing her foster parents to allow her back into the car.

Runik and her foster parents argued that night and again the next morning. She came home from work to find her belongings piled in the middle of the living room. They ordered her out, an action that ultimately got them removed from the foster program, said Runik.

Outbursts between foster parents and older foster kids are not uncommon, according to Court Appointed Special Advocates (CASA) Program Director Cathie Watson, who said there is often more to the story. ?Kids like Lacey that experience a series of abandonments just decide they?ve had enough,? she said. ?Then they become the problem.?

Runik?s social worker arranged for the girl to spend the night with Sheila Silan, who was Runik?s boss at a county-funded career skills program at the time.

Enter CASA volunteer Dorian Brandon, whose initial responsibility was to ferry Runik and her belongings from Shingle Springs to Silan?s house, where the girl stayed for a month. ?She would have let me stay longer,? said Runik. ?I didn?t want to burn any more bridges. I wanted a safe haven.?

She?d need one. Another ill-fated placement followed. But this time Brandon was in the mix to get her out before matters escalated.

Runik returned to Silan, who eventually found her a spot in a now-defunded transitional housing program, where the girl had to attend regular meetings but lived fairly independently, using public transportation to get to work and school. She turned 17 there.

Runik wanted to be responsible for herself as an adult. Brandon supported her emancipation effort. ?I thought she?d be way better on her own than going through what she?d been through,? said Brandon. ?And she was.?

Watson has known many foster kids who come through CASA. ?What sets Lacey apart is her resiliency,? she said. ?She has the ability to turn it around and keep moving forward. She?s a strong one.?

Runik doesn?t claim to understand the source of her strength. ?Somewhere in the shuffle I just realized that Dorian and Sheila could stand by me and encourage me, but that I had to do it myself.?

She also forgave the rejections she experienced during those four turbulent years, and has apologized to her Shingle Springs foster parents for her part in their falling out, she said.

The CASA volunteer and the former foster kid are still close. ?She?s like a mother to me,? said Runik. ?Up until Dorian, everyone got paid to handle me. I was this huge inconvenience. She was always there for me, even when I got a little crazy.?

Brandon?s explanation for the success of their relationship is simple. ?Everything I do is out of love. She?ll always be part of my life.?

After a series of unhealthy relationships, Runik now has a supportive man in her life. Boyfriend Joe Easton insisted she see a doctor about persistent, blinding headaches she experienced just before her 18th birthday. The doctor found and removed a potentially lethal cyst on her brain. That?s as happily-ever-after as this story gets.

CASA El Dorado is facing a 12 percent budget cut next year that could deprive 54 kids like Runik their CASA volunteer, as described in the Sept. 26 Mountain Democrat story ?CASA: Helping kids that need it most,? which examined the success and costs of the local agency, along with the impacts of proposed budget cuts.

Maraca2 Percussion Duo is performing a power-packed concert that features the McMurry University Percussion Ensemble for an exciting finale.?? McMurry University Music Department is proud to host the Great Britain based percussion duo for a three day residency that will include rehearsals, lessons, master class sessions, and a concert performance.

Inspired by the vision of an exciting showcase of percussive virtuosity, ?Maraca2 Percussion Duo? formed in 2004. Since then, the duo has received critical acclaim and has transpired into the UK?s most internationally established percussion duo. An eclectic blend of repertoire spanning over 200 years, from marimba arrangements of popular classics such as Chopin?s Fantaisie Impromptu in C Sharp Minor, to influences of Jazz, Funk and Pop, have taken Maraca2 extensively around the World, including South America, Caribbean, USA, Europe and a recital on the World?s biggest percussion stage, the ?Percussive Arts Society International Convention?, 2009 in Indianapolis, USA (PASIC). 2010 has also seen Maraca2 appear, representing Great Britain at the International Marimba Festival and conference in Minneapolis, USA.

Preschools shut as virus outbreak rages in Vietnam (AP)

HANOI, Vietnam ? More than a dozen kindergartens in Vietnam have closed to deal with an outbreak of hand, foot and mouth disease that has killed 111 children and sickened more than 57,000 this year, an official and the government said.

Ten kindergartens in Hau Giang province were shut for 10 days to clean and check the students' health, said Nguyen Van Muoi, head of the provincial preventive medicine center. Four schools reopened last week, he said Monday.

The southern province has had 361 cases since June, and some 50 children are hospitalized. He blamed the increase on the virus' spread after children returned to school from summer break. Kindergartens in Vietnam are similar to preschools, accepting children ages 1 to 6.

"I hope with this measure (closing the preschools), the new cases will drop," Muoi said.

At least three more kindergartens in the southern Bac Lieu province and the central highland province of Dak Nong also have been closed, Monday's Vietnam News reported.

The Health Ministry says more than 2,000 new cases of hand, foot and mouth disease are being reported each week. In a typical year, the virus infects up to 15,000 children in Vietnam and kills 20 to 30 of them.

The Ministry has recorded 57,055 cases and 111 deaths in the country as of Sept. 22, including a 3-year-old child who died on Sept. 20 in Hanoi, its website said Tuesday. A more severe strain called enterovirus 71, or EV-71, was identified earlier in about a third of sampled cases. It can result in paralysis, brain swelling and death.

Southern provinces report 70 percent of the cases and 90 percent of the deaths, it said.

The World Health Organization has said three-quarters of the deaths have been children younger than 3 years old.

The virus is named from its telltale symptoms, including rash, mouth sores and blisters on the hands and feet. It is spread by sneezing, coughing and contact with fluid from blisters or infected feces.

No vaccine exists, but the illness is typically mild and most children recover quickly. The disease is caused by enteroviruses in the same family as polio.

After being an invitation-only club for three months, Google+ has finally fully opened its doors to the public.

In a blog post announcing a series of improvements to the social network, Google's?Senior Vice President of Engineering?Vic Gundotra revealed that Google+ is finally moving from "field trial" to "beta"?? and ditching the requirement for invitations in the process.

Now anyone can visit?google.com/+?and sign right up for the service.

Awesome, right?

And, as I mentioned, this change is only the cherry on top of the improvements being made to Google+ or, more specifically, to the Hangouts feature. Those include the ability to use the video chat feature on mobile devices running Android 2.3 (or higher), the ability to have more than eight individuals watch a Hangout, and more:

Oregon man looking for Neb. casino gets detox stay

(AP) ? An Oregon man pressed his luck one too many times and spent the night in a Nebraska detox cell after twice mistaking a police station for a casino and asking authorities for blackjack chips.

The Lincoln Journal Star (http://bit.ly/qa2PM4) reports the 21-year-old man approached the University of Nebraska-Lincoln police station front desk after a college football game Saturday night. He left after a staffer told him it was a police station but returned a few minutes later.

That's when an officer administered a blood alcohol test, which registered at .273 percent ? more than triple the state's legal driving limit.

Police took him into protective custody while he sobered up. A police sergeant said the man had not committed a crime and was not arrested.

Moody's stays negative on states, local governments (Reuters)

(Reuters) ? Even though the recession officially ended more than two years ago, the still-weak U.S. economy and a pullback in federal support means the outlook for states and local governments remains negative, Moody's Investors Service said on Monday.

The two sectors of the $3.7 trillion U.S. municipal bond market were originally branded with negative outlooks by Moody's in 2009 as tax revenue tanked.

The rating agency noted that revenue collections have improved, but not enough for states to completely replace federal stimulus funding that ended in June. Another reduction is expected as Congress wrestles with ways to reduce the U.S. deficit.

"The determination of both political parties to reduce project federal budget deficits is certain to result in reduced funding for federal programs run by the states," Moody's said in a report.

States also face pressures from Medicaid, the healthcare program for the poor, and big unfunded employee pension liabilities. In addition, there is the prospect of potentially having to bail out fiscally troubled local governments, Moody's said, pointing to situations in states such as Alabama, Michigan, Pennsylvania and Rhode Island where bankruptcy has been eyed by cities or counties.

Still, states have the flexibility to deal with financial strain and support their ratings, Moody's said, adding the median state rating was Aa1.

For local governments, the real estate market remains a problem as property tax collections fell for two consecutive quarters, including a 1.6 percent dip in the first quarter of 2011. Moody's said that trend is likely to continue into fiscal 2012 "as assessed value declines outpace rate increases."

Meanwhile, the budgets of cities, counties and other local governments are bound to be hit with reductions in state aid as states in turn deal with lower federal funding, according to Moody's.

"Given the numerous challenges facing the local government sector, we believe that rating downgrades will continue to outpace upgrades until we begin to see meaningful economic growth and recovery of property values," the rating agency said.

It added, however, that bond defaults and Chapter 9 bankruptcy filings are expected to remain rare.

How our liver kills 'killer cells'

ScienceDaily (Sep. 19, 2011) ? Our livers can fight back against the immune system -- reducing organ rejection but also making us more susceptible to liver disease. Scientists at the Centenary Institute in Sydney have seen for the first time (in mice) how the liver goes independent, engulfing and destroying the body's defence troops -- T-cells.

Their discovery, published overnight in PNAS (Proceedings of the National Academy of Sciences), opens the way to both new approaches to transplant rejection, and to the fight against hepatitis and other chronic liver diseases which affect over 200,000 Australians and hundreds of millions of people worldwide.

"In 2004, we discovered that healthy liver cells can engulf active immune cells, known as T-cells -- and now we've seen that those T-cells are actually destroyed," says Dr Patrick Bertolino, the leader of the research team at the Centenary Institute.

"The liver is an amazing organ," Dr Bertolino says. "Most people think it just breaks down alcohol, but it's the factory of the body -- breaking down substances we don't want and making the ones that we do.

"We now know liver cells also have the ability to subvert the orders of the immune system," he says, "Our discovery might explain why liver transplants have lower rejection rates than other organ transplants."

"When Patrick first told me he had evidence T-cells might be eaten by liver cells, showing a possible link to the liver's ability to dial down the immune response, I thought the idea was crazy," says lead author Volker Benseler. But Volker accepted Patrick's challenge to prove it and went on to find healthy mouse liver cells eating T-cells, which was unexpected as this 'cell cannibalism' had only previously been seen in tumour cells.

One potential benefit of the research is reducing rejection in organ transplants. About 200 liver transplants are performed in Australia each year and up to 25 per cent of cases end in rejection.

In transplantation, the new organ is seen by the body as a foreign object: the spleen or lymph nodes tell na?ve T-cells to replicate and turn into killer T-cells, which are sent off to invade and kill the 'foreign' cells.

What the researchers have discovered is the liver goes around this process: liver cells signal to na?ve T-cells and digest them before they have a chance to become killer T-cells.

Centenary Institute's Liver Unit leader, Professor Geoff McCaughan, says the cocktail of immunosuppressive drugs that organ transplant patients receive reduce the odds of organ rejection but makes patients' immune systems weak, leaving them open to serious infection from otherwise minor illnesses like cold or flu. These drugs also predispose the patient to long-term heart disease and cancer. "If we can harness the way the liver controls T-cells, then long-term there is a chance that transplant patients won't need these drugs," he says.

Another spin-off of this latest work could be to find a way to dial down the liver's destruction of T-cells, increasing the liver's defence against infections like hepatitis.

In Australia, 217,000 people are living with chronic hepatitis C and it is estimated that 170 million people worldwide are infected with hepatitis C, for which there is no vaccine.

Exploiting signalling pathways between the liver and the T-cells is one possible outcome of this discovery, but first the molecular biology that underpins those pathways will need to be worked out.

"It could be another ten years plus before we see drugs derived from this work enter clinical trials," Dr Bertolino says.

However, the research opens up a new question -- why? "We don't yet know why the liver has developed this ability," says Dr Bertolino. "The discovery reminds us that we still have a lot to learn about the liver."

The work was conducted at the Centenary Institute and at Sydney's Concord RG Hospital, at the ANZAC Research Institute and CERA. Dr Benseler is now completing surgical training in Germany.
